In 1970, the FIG Women’s Technical Committee established fourteen as the minimum age for international women’s competition. The rule, however, was based on the gymnast’s age during the calendar year rather than her age on the day of competition. A gymnast could therefore compete while still thirteen, provided that she turned fourteen before the end of the year. Nadia Comăneci offered the most prominent example: when she won the 1975 European Championships in Skien, she was only thirteen years old, but since she would turn fourteen later that year, she was eligible under FIG regulations.
By 1977, that distinction appears to have created some confusion—or perhaps encouraged federations to test how closely the rule would be enforced. Ahead of the European Championships in Prague, France, Yugoslavia, and Poland submitted entries that included gymnasts born in 1964, even though only those born in 1963 or earlier were eligible. Whether the federations misunderstood the precedent set by Comăneci’s participation or simply hoped that the birth years would escape scrutiny is unclear. They did not. The underage gymnasts were identified during the review of the entries, removed from the competition, and excluded from the draw.
Here’s how Ellen Berger, chair of the FIG Women’s Technical Committee, addressed the issue after the draw.

Question for ELLEN BERGER, Chair of the FIG Women’s Technical Committee
A Championship for Children—or Women?
Before the draw for the European Women’s Artistic Gymnastics Championships, to be held in Prague in May, we asked Ellen Berger (GDR), chair of the FIG Women’s Technical Committee, to give us her opinion on a burning question:
Will the European Women’s Artistic Gymnastics Championships in Prague on May 13–14, 1977, be a competition for children—or for women?
At the afternoon press conference, FIG President Yuri Titov described the question of age and competitive activity as a fundamental issue (we will publish his comments on the subject in tomorrow’s issue of Čs. Sport). But let us give the floor to Ellen Berger.
She answered unequivocally:
“The experience of doctors and educators helped us determine the minimum age for gymnasts in international competitions. It is 14. To give an example: Nadia Comăneci competed at the European Championships in Skien two years ago. She had not yet turned fourteen, but she reached the required age during that calendar year. That is what matters. Therefore, gymnasts born in 1963—whether on January 1 or December 31—or earlier may compete at the European Championships in Prague.”
A review of the entries for the Prague championships revealed that some countries had failed to comply with this provision and had entered gymnasts born in 1964.
“I’ll be specific. France, Yugoslavia, and Poland entered some gymnasts who are younger than permitted under FIG regulations. We removed them from the entries, and consequently they were not included in the draw.”
Our next question concerned the possibility of replacing a gymnast who had already been included in the draw.
“Each of the 23 countries was permitted to enter three competitors and one reserve. All of them, the reserve included, are drawn into the individual squads and rotations. If a national federation considers it necessary to replace one of its named gymnasts, it may do so up to 24 hours before the start of the championships. But even after that deadline, the rules permit a substitution. This applies only when there is a medically certified reason preventing participation—for example, if a gymnast included in the draw is injured during warm-ups. In that case, the reserve may take her place, but the substitution must be made no later than thirty minutes before the start of the championships.”
Our final question to Ellen Berger concerned the selection of the GDR team. Why is Annelore Zinke, the world champion on the uneven bars, not on the team?
“Zinke is recovering from a serious illness—she suffered from influenza during the winter. The GDR will therefore be represented by Heike Kunhardt, Steffi Kräker, and Sigrid Trantow.”

— Každá z 23 zemí měla možnost přihlásit tři závodnice a jednu náhradnici.
NDR budou tedy reprezentovat Heike Kunhardtová, Steffi Kräkerová a Sigrid Trantowová.

Appendix: The Titov Article
The previous article refers to Yuri Titov’s stance on the question of age in women’s artistic gymnastics. Here is the article in which he addressed the issue in greater detail.
YURI TITOV’S ANSWER TO THE QUESTION: What Age Limit?
At the press conference for the European Women’s Gymnastics Championships in Prague, these were the first questions raised. Understandably so. The sporting public around the world is stirred by the question of how far the rejuvenation of the world’s top gymnasts will go. Latynina became European champion at 29, Čáslavská repeated her victory at 24, Karin Janz was 19 when she stepped onto the podium, Tourischeva 18, and Nadia Comăneci, when she received the title of European all-around champion two years ago, was not yet fourteen.
Yuri Titov asked for the floor at the presiding table. In his day, he was the best gymnast in the world; today, he is the highest official of the world gymnastics federation, the FIG. At first, as if hesitating, he modestly apologized that he did not wish to prolong the press conference. In the end, he did more than answer the journalists’ question. With everyone present listening intently, he spoke knowledgeably and persuasively, as though addressing a coaches’ seminar.
Above all, he spoke as an enthusiastic advocate of gymnastics. He cited the recommendations of doctors who prescribe suitable health gymnastics for twelve-month-old children, and also for six-month-olds and three-month-olds. Today, under proper guidance, exercise is recommended for infants from the first days of life.
At a certain stage of development, health gymnastics leads into competitive gymnastics. Fifteen or twenty years ago, children started at eight or nine. In advanced countries, which managed to work out the right methodology and gave the youngest sporting generation good conditions, the start of competitive training was lowered to ages 6–7.
These countries gained a head start internationally. The prerequisites are what matter: a rational approach to training that follows the child’s physical and psychological capacities, as assessed jointly by a doctor and a teacher.
After 1972 a worldwide scandal erupted over the so-called Korbut salto on beam. Some officials described this connecting element as life-threatening. Today ten-year-old girls perform the Korbut salto well and safely. Why? Because they have proper methodological guidance. Indeed, after the press conference in Prague, before the draw began, two eight-year-old girls came in and, to keep from getting bored, threw side saltos and other combinations in the hotel hall just for fun. At the 1954 World Championships in Rome, such moves gave spectators goosebumps of horror.
In Y. Titov’s view, the lower age limit of world-class gymnasts will not fall any further. He explains that the balance of strength in the world is now evening out. Most countries begin training at six or seven. The lead held by Romania, the USSR, and a few other countries that adopted this method earlier is being closed. As a result, performance will also mature.
Titov offered convincing proof. At the Montreal Olympics the winner was 14, the runner-up 19, and the third-place finisher 23. Comăneci won through flawless execution. That is not a question of age but of the quality of the athlete and her preparation. A gymnast can win at an older age too.
Where will difficulty go next? Titov does not consider the term “difficulty” correct. He prefers the word “development.” It is not merely about piling up complicated flips, but also about aesthetics, creativity in the compositional sense, and expressiveness.
The FIG president also opposes restricting development. If a gymnast were permitted, for example, to include only one salto in her routine, gymnastics would soon stop interesting her, and she would leave for another sport where she could keep developing. The FIG rules, through their requirements, reflect the world average of development. That some gymnasts exceed those requirements, even several times over, is a matter of pioneering and evidence of great mastery. Without these top performances there would be no progress in gymnastics either.
The conclusion? World women’s gymnastics competitions will not lead to a further significant drop in average age. Because most countries now begin training gymnasts at six or seven, the balance of strength will gradually even out again, and the peak age will rise again somewhat. Then in world competitions we will truly be watching the performances not of children but of young sportswomen.

Proto bude i dozrávat výkonnost.
